Chapter 4 - The Woman Daniel Had Been Told Was Dead
The investigation became federal after authorities connected the charity accounts to interstate fraud and illegal guardianships.
Victor held a press conference.
He described Daniel as a grieving brother manipulated by troubled children and a mentally ill woman.
He said Claire had kidnapped Hope, Eli, and Grace from approved homes.
Then he produced a woman claiming to be Hope’s biological aunt.
She demanded the children be returned.
Hope saw the broadcast and whispered, “I’ve never met her.”
DNA testing proved the woman was not related.
She was an actress paid through a Rowan consulting account.
The public story began collapsing.
Daniel moved the children into a secure apartment with trained caregivers.
He visited daily but did not force closeness.
Hope tested every promise.
She left a glass on the floor to see whether adults yelled.
She hid bread under her pillow.
She asked the same question repeatedly:
“Are we leaving?”
Daniel always answered with the truth.
“Not tonight.”
One afternoon, Grace developed a fever.
At the hospital, a nurse noticed an old surgical scar near her ribs.
Records showed Grace had undergone a kidney procedure at Rowan House.
No legitimate transplant or treatment file existed.
Federal investigators searched medical billing data.
Rowan House had charged insurance for organ-related procedures involving six children.
One child died.
Another disappeared.
Victor’s network was not only stealing money.
It was performing illegal medical research and possibly trafficking organs through a private clinic.
Claire had discovered the procedure list.
That was why Victor needed her found.
Daniel’s own foundation investments had helped finance Rowan House indirectly.
He felt sick.
“I donated millions.”
“You believed the reports,” Detective Quinn said.
“I never inspected the facility.”
“Then acknowledge that.”
Daniel publicly froze all Rowan Foundation funding and appointed an independent victims’ board.
Victor called it betrayal.
Daniel called it correction.
Then Rachel Sloan appeared.
She entered a federal office carrying Claire’s bloodstained coat.
Rachel had survived an attack near the free clinic.
She said Claire was taken by men working for Victor.
But Claire had managed to hide the final flash drive inside Rachel’s car.
The drive contained video of Samuel Rowan.
Daniel’s father had been living under federal protection before an old corruption case collapsed.
A compromised agent leaked his location.
Victor found him.
Samuel was killed nine years earlier.
His recorded testimony named Victor as the architect of the charity fraud.
He also admitted a painful truth.
Samuel had hidden Victor’s early crimes to protect the family reputation.
By delaying accountability, he allowed the scheme to grow.
His final message to Daniel said:
“Do not repeat my mistake by confusing blood with innocence.”
The flash drive included one current location:
An abandoned furniture factory in New Jersey.
Victor had converted its basement into a private holding site.
Claire might be there.
Federal agents prepared a raid.
Daniel was ordered to remain behind.
Hope grabbed his sleeve.
“You have to bring her back.”
“I’ll do everything I can.”
“You said judge what you do after the promise.”
He looked at her.
Then answered honestly.
