Chapter 1 - THE NIGHT BRUTUS BROKE FREE

Chapter 1 begins with your original opening at the Copper Anchor, preserving Mave's background, Declan Gallagher's arrival, Brutus's violent reaction, and Toby's desperate struggle.
Mave stepped toward the chaos, gripping a heavy serving tray and a wet linen towel.
“Hey!”
Her voice cracked through the shouting.
Declan Gallagher turned.
“Get back!”
Mave ignored him.
Brutus was thrashing against Toby's jacket. The boy was screaming, his face white with terror. Gallagher had both hands on the dog's collar, but the animal was too frightened and overstimulated to respond.
“Stop pulling him around!” Mave shouted.
Gallagher stared at her.
“What?”
“Give the kid some room! You're making the panic worse!”
For one dangerous second, Gallagher looked ready to argue.
Then Brutus twisted violently, and Toby cried out.
Mave dropped the metal tray onto the floor several feet away.
The crash drew the dog's attention for an instant.
“Everybody quiet!” she commanded.
Nobody moved.
“Now!”
Something in her voice reached the room.
The shouting diminished.
Mave kept the overturned table between herself and the dog's jaws. She did not reach toward Brutus or try to touch his face.
Instead, she spoke to Toby.
“Listen to me. Don't pull against his mouth. Keep your head away from him. Help is coming.”
Toby sobbed.
“Mave—”
“I know. Stay with me.”
Gallagher maintained control of Brutus's collar while one of his men brought a heavy barrier from the kitchen. Together, they created enough separation for the dog to release the torn jacket.
Toby scrambled away.
Brutus lunged once more, then retreated behind the overturned table, trembling.
Mave watched his body language.
His ears were pinned back. His tail was tucked. His breathing was frantic.
He wasn't celebrating an attack.
He was terrified.
“Don't corner him,” she said.
Gallagher looked at her.
“He could have killed that boy.”
“I know.”
Her voice softened.
“And something frightened him badly enough that he stopped recognizing where he was.”
Gallagher stared.
Mave pointed toward the dog's neck.
“What's under his collar?”
Declan looked down.
Beneath the thick leather was a narrow strip of scarred skin.
Mave's expression changed.
She had seen scars like that before.
Years earlier, she'd volunteered at an animal rehabilitation shelter.
One of the dogs there had arrived with similar marks.
Marks left by an electric training collar.
“Who trained him?” she asked.
Gallagher frowned.
“What?”
“Who trained your dog?”
“Someone I trusted.”
Mave looked at Brutus again.
Then whispered:
“I think someone taught him to be afraid.”
Declan's face hardened.
Before he could answer, Brutus suddenly lifted his head.
His gaze locked onto the three men who had entered the restaurant moments before the attack.
The man with the ponytail slowly reached into his jacket.
Brutus began growling again.

And Mave realized the dog might not have been reacting to the falling dishes at all.
He might have been reacting to someone he recognized.
